Mallorca has changed enormously over the last 10 years, with radical social, economic and cultural ups and downs. In 2003, local and regional elections ended policies which had been openly hostile to tourism and European citizens living in the Balearics, today most politicians and business leaders take a positive view towards Europeans living in the region. Here are some tips on the dreaded “form filling” for new residents:
Which forms should I fill in, and which ones should I ignore?
The difference between the NIE number, the Tarjeta de Residencia, the Padrón, and the Censo Electoral, is a subject which causes much confusion. Here is a brief outline of what they are, and why they are useful.

NIE is the equivalent to the British National Insurance number. Whether you are a resident or not, it’s a must-have for pretty much anything including; purchasing a car, buying property, getting electricity bills to your name, opening a bank account, starting a contract with a telephone company, and working here legally. Its basically a reference number for when you pay a tax.

A NIE number doesn’t make you into a resident. Tarjeta de Residencia is not a legal requirement for anyone with a passport from a European country. However, it is recommended to get one because it simplifies most formalities such as opening bank accounts, etc… and is much safer to carry around than a passport. Another advantage is the 30% discount you will be able to claim on all airfares between the Balearic Islands and Mainland Spain.

The Padrón is the official census within your local Town Hall. Having a tarjeta de residencia, doesn’t automatically include you on this census, you need to fill in a separate document to do this. Being on the padrón also means that every time the Town Hall publishes information which affects you, you will get to know about it through the post, and you will be entitled to various community benefits such as access to education and sports facilities.

The Censo Electoral is a separate document which can be filled in at the same time as the form which includes you on the Padrón. The purpose of this document is to make sure you are able to cast your vote in local elections. Make sure you don’t forget to fill this form in, it only takes five minutes. It must be done before 16th April if you want to vote in the May elections this year, and directly influence your future lifestyle in the Balearics.
